Minister of Transportation Binali Yıldırım expressed that the tender for the third generation (3N) mobile phones, which provide an opportunity to speak visually, is going to be held in June.
Pointing out the fact that many companies in Europe give up this business due to extremely high license fees, Minister Yıldırım said that the fees for the four licenses to be given in Turkey will be appropriate.
Minister Yıldırım stated that the online child pornography distorts the institution of family and added “Children and families are under threat. We have to filter the broadcasts coming from abroad in order to prevent this from happening.”
Minister of Transportation Binali Yıldırım made comments on the activities regarding the 3N named visual speech procuring GSM system, precautions against online child pornography and developments in the telecommunication sector. Yıldırım argued that the process towards the 3N mobile phones is on date, there aren’t any current difficulties and offers will begin to be made in June. Minister Yıldırım reminded that four licenses will be given for this technology and said “Vise and successful current operators would participate this tender. There is also a fourth license that is open to everyone. This will be a transparent competition. Anyone fulfilling the requirements can participate the tender.”
Europe is mistaken
Stating that the method that European countries applied at the beginning of the 3rd generation mobile phone tenders is inappropriate, Yıldırım said that the investors had to leave the market due to the high levels of license expenditures. Pointing out that the enterprises investing at Europe could not enjoy any profits, Yıldırım said:
“High levels of license fees are not economical. As the investors could not receive the returns necessary to compensate the amounts that they paid to the licenses, they either returned the licenses or totally quitted of the business. High levels of license fees disable the profits. You as well have to make new investments and have sufficient number f subscribers. Under these circumstances, the business appears to be non-economical.”
Japan gives the licenses for free
Denoting the fact that Japan has given the 3N GSM system licenses for free, Minister Yıldırım said that the fees will be held appropriately low in Turkey. Expressing that Japan aims to provide the benefiting of the whole public from this technology by free distribution of the licenses, Minister Yıldırım added “We also maintain the balance between public benefit and the provision of this technology to the public by our entrepreneurs. Thus, we will set appropriate license fees. Obviously, there will be competition.” Expressing that some activities will be made to promote the research and development activities in this sector, Minister Yıldırım added “There are some conditions regarding research and development in the provision. It is required to function for a certain time. Promotion activities are also being held separately.”
