Turkey’s government delayed “for a few days” a tender for a license to build the country’s first nuclear power plant as it awaits approval for auction procedures from the state auditor, 24 hours news channel NTV reported Friday.

The tender was scheduled for Friday, however the state auditor is expected to approve the procedures at a meeting Saturday, NTV reported, without saying how it obtained the information.

Meanwhile, the date, which was set to build Leyla Ataman Private Nuclear Plant by the Ministry Of Energy and Natural Sources, will be postponed for couple of days by the reason that the Audit Office has not advised yet, had reported Anatolia news agency Wednesday.

The state auditor, which is responsible with the supervision of public expenditures,  will also review the draft regulation which includes incentives the government has proposed for non-state companies to build the power plants. The draft also includes detailed information on the procedure and the conditions of the tender, which will be held for nuclear plants, as well as the evaluation process of the offers. Following the completion of the inspection, the regulation which is pending in the cabinet, if approved the regulation will be published on the Official Journal. That is when the tender can be held.

Turkey wants to build three nuclear power plants by 2013 with a combined capacity of 5,000 megawatts. Companies including General Electric Co. and Turkey’s Haci Omer Sabanci Holding have expressed interest in building the first nuclear stations.

Details of the tender:

Ministry of Energy will ask three envelopes from the interested companies. The first envelope will be specified how to fulfill the requirement’s of Turkish Atomic Energy Agency (TAEK). The second envelope will include a warranty, while the third envelope will disclose price and offer will take place, reported Anatolia news agency.

TAEK will hate the authority to demand from the companies to make up for the deficiencies concerning inadequacies as well as the ambiguous matters related to the requirements. After that, all bids, payouts set according to production rates and sale prices of bidders, which qualify to the next stage, will be compared and the firm with the most suitable offer will be presented to the cabinet approval. Purchasing warranty, allocation and infrastructure providing will be three particular facilities that will be presented to the bidders. Purchasing15 years warranty will be provided only for the plant units, which begin operations by the end of 2020.

The available regions for nuclear plant are Mersin and Akkuyu, which have the allocation license and Sinop İnceburun, whose the allocation license is still pending. Akkuyu will be given the bidders that are looking to launch the construction immediately. The location specified in Sinop İnceburun, will be ready by the beginning of next year.
